Description | The New Zealand Defence Force (NZDF) intends to release an open market Registration of Interest (ROI) in late April/early May, seeking responses from suitably qualified and experienced Prime Contractors for the purposes of delivering Facilities Maintenance Services (FMS) for the NZDF Estate. The NZDF estate covers nine camps/bases – Whenuapai Air Base, Devonport Naval Base, Papakura Military Camp, Linton Military Camp, Ohakea Air Base, Waiouru Military Camp (including the National Army Museum), Trentham Military Camp, Woodbourne Air Base, Burnham Military Camp, and associated satellite sites managed by the camp or bases. The existing contracts for these facilities expire at various times through mid to late 2026.NZDF needs outsourced Prime FMS Providers to deliver agreed maintenance service standards that are affordable and compliant. This means a Prime Provider will be capable of delivering the majority of FMS directly themselves and via sub-contracting arrangements.Our focus for the future FMS contracts is for the delivery of core maintenance requirements, using clear prescriptive maintenance specifications and schedules under input based contracts. While structured on a straightforward input specification base with defined levels of service, the future FMS contracts will include the ability to enhance some service requirements during the life of the contract. Each of the nine camps and bases (plus the National Army Museum) will be covered by their own separate Facilities Maintenance contract, with anticipated contract terms of 5+3+2 years.NZDF does not intend to award a single national contract, or regional contracts. We intend to bundle these contracts across multiple Prime Providers, under a collaborative governance model. This will see NZDF and Prime Providers cooperate to foster a transparent, proactive and standardised environment.The ROI will assess the relevant delivery experience, demonstrated track record, business/cultural fit, and site/asset specific technical capability and transition approach. Pricing proposals will NOT be required at this stage. Shortlisting will occur for each camp and base.This is a two-stage tender process – the initial ROI stage will be followed by a Request for Proposals to shortlisted respondents. |
