The oil change services must comply with the following specifications and standards : Oil and Lubricants : The contractor must utilize high - quality , manufacturer - recommended motor oils and lubricants that meet or exceed the specifications set forth by the American Petroleum Institute ( API ) and the Society of Automotive Engineers ( SAE ). Filters : Use only OEM ( Original Equipment Manufacturer ) or equivalent high - quality oil filters that meet applicable standards for filtration and pressure rating . Service Intervals : Services must adhere to manufacturer - recommended oil change intervals unless otherwise specified by Zone 7 Water Agency . Environmental Compliance : All services must comply with applicable California environmental regulations pertaining to waste oil disposal and recycling . Equipment and Tools : The contractor must provide proper equipment and tools for safely conducting oil change services , including but not limited to , hydraulic lifts , oil containment systems , and specialized tools for filter replacement . Documentation : Contractors must maintain records of all oil changes , including vehicle information , date of service , type and quantity of oil , and filter used . 3 . Service Requirements The contractor will be required to perform the following services at a minimum : Inspection : Conduct a pre - service inspection of the vehicle ’ s engine , transmission , and any other pertinent fluid levels . Oil Change : Drain and replace engine oil using specified product ( s ). Replace the oil filter and check for any leaks . Ensure all components are secured upon completion . Fluid Top Off : Check and top off other critical fluids ( coolant , brake fluid , transmission fluid , windshield washer fluid , power steering fluid ) as necessary during the service . Environmental Handling : Collect , store , and properly dispose of used oil and filters in accordance with state and federal regulations . Final Inspection : Conduct a post - service inspection and provide a service report to the Zone 7 Water Agency detailing all work performed .
