Description | 2 . Scope of Services The Navajo Nation Division of Economic Development is seeking proposals from Certified General Appraisers for Appraisal Services , not limited to appraisal inspections for business sites , commercial and industrial sites that are established by DED for economic development projects and leasing . The appraiser shall conform with the Uniform Standards of Professional Appraisal Practice and the Uniform Appraisal Standards for Federal Land Acquisitions . Search land sales to arrive at an opinion of land value . The land value will then be applied by a multiplier to arrive at an opinion of guaranteed minimum annual rent GMAR for all sites . Conduct a search of similar sites that are leasing and adjust them to the subject to arrive at an opinion of GMAR . These two opinions of market rent will be reconciled into one opinion of market rent . Market / cost value appraisals for acquisition or disposal of property Update and review outdated appraisals , if necessary . Eminent domain and right - of - way valuation |
