General Scope of Services The selected firm ( s ) will provide professional traffic , roadway , stormwater , sanitary , and / or miscellaneous engineering services associated with the planning , design , study , and evaluation of various projects throughout the City . A variety of services may be requested as tasks under the contract ( s ). These services may include , but are not limited to : • Review all matters pertaining to engineering to ensure that undertakings proposed and implemented by the City and others are done in a manner that protects the City ’ s interests , and are in keeping with City goals , specifications and practices as well as with local , state and federal laws . • Assist in planning , coordinating , supervising and evaluating programs , plans , services , equipment and infrastructure . • Evaluates the City ’ s needs and formulates short - and long - range plans to meet needs in all areas of Public Works improvements , including streets , sewer , storm drainage , streetlights , and facilities . • Provides engineering services on projects and assists with project management for the construction of municipal public works projects . • Makes presentations to the public , Board of Aldermen and committees . • Assist in maintaining all municipal engineering records and maps required to ensure accurate information is available to the City and public . • Prepare reports , investigations , studies , and evaluations as may be required and directed by the City Administrator or their designee . • Perform other engineering related functions as directed by the City Administrator or their designee . • Advise the City as to engineering and construction financing available from other government agencies , and when so directed , assist in preparation of applications for funding . When necessary , serve as Resident Engineer when required pursuant to MoDOT / Federal requirements . • Assist clerical staff in management of records relating to engineering . Serve as liaison to the Director of Public Works for engineering related matters . Provide public information regarding municipal engineering matters . • Preparation of capital improvement projects , improvement plans , specifications , bid documents and public improvement project management . • Conceptual and construction level design of local roadways and major roadway projects eligible for Federal and State funding . • Conceptual and construction level design of bicycle and pedestrian facilities both on and off surface streets . • Conceptual and construction level design of local stormwater drainage improvements and secondary drainage system improvements and maintenance practices . • Review and recommend modifications to design standards , specifications , and construction contract documents .
