Projects awarded under this RFQ are intended to address the full needs of the Town of Londonderry across the entire cross section of the Town assets , infrastructure , facilities , and properties . In addition to design services , the Town has need for consulting services within the Engineering & Environmental Services Department , Planning and Economic Development Department , and Department of Public Works . There are four core areas of work to be assigned under this RFQ . Infrastructure Projects : Specific project tasks will include all aspects of project development including but not limited to ; general planning services , general design services , permitting assistance , bid and proposal development services , engineering review and analysis , developing operating plans , grants application and administration , feasibility reports , cost / benefit analysis , and peer review . The award shall also be inclusive of all aspects of construction phase services such as contract administration , inspections , and as - build surveys . Permitting and compliance : Permitting and compliance tasks will include coordinating with municipal , state , and federal agencies to secure required approvals ; prepare and submit complete permit applications ; conduct environmental and regulatory reviews ; and ensure adherence to applicable local , State , and Federal ordinances and regulations . Specific consulting elements will include solid waste handling and disposal compliance , stormwater management and reporting in accordance with MS4 standards , and oversight of sewer system permitting , industrial pretreatment compliance , capacity evaluations , and operational compliance . The selected firm will assist in maintaining thorough records of permit conditions , project design and construction compliance , and provide technical guidance and reporting assistance to the Town to ensure all regulatory obligations are met efficiently and transparently . Facilities and property : Facilities and property management and planning will encompass evaluating the condition , utilization , and long - term needs of Town - owned buildings , land , and infrastructure ; developing strategic recommendations for maintenance , capital improvements , and space optimization ; coordinating with Town departments to align facility needs with operational goals ; and supporting budgeting and prioritization of projects . Responsibilities may include assisting with site planning , asset inventory and tracking , lifecycle assessments , and the development of long - range facility plans and upgrades which promote efficiency , safety , sustainability , and cost reductions for the Town of Londonderry . Planning Board Actions : Planning Board actions for the Town will include conducting comprehensive reviews of development applications , coordinating and overseeing peer reviews , and performing comparative analyses of key design elements to ensure projects meet local , state , and best - practice standards . This work will encompass evaluating traffic studies for safety and operational impacts , analyzing drainage design for regulatory compliance and long - term performance , assessing environmental and community impacts , and verifying that proposed site and building designs align with the Town ’ s planning goals , regulations , and ordinances . The selected consultant will provide clear , well - supported recommendations to assist the Town of Londonderry Planning Board in making informed , transparent , and defensible decisions in consideration of residential and commercial developments of all types such as site plans , subdivision plans , and PUDs ( planned unit developments ). This RFQ does not have a current defined scope for an active project . Project budgets will vary greatly depending on available funds and immediacy and / or nature of need . This will be an Indefinite Delivery , Indefinite Quantity ( IDIQ ) Contract and selection does not guarantee award of any work . Below is a general list of the services to be provided by the successful CONSULTANTS . With the context of the Town ’ s assets and core work types , CONSULTANTS should specify which services they wish to provide to the Town with the submission of a Letter of Interest ( LOI ). The objective is to clarify all service options and associated personnel . It is noted that some projects awarded to selected Consultants may be State or Federally funded . As such , Local Public Agency ( LPA ) certification will be required for most categorical selections noted below .
