The City of Vacaville (“ City ”) Utilities Department is soliciting Statements of Qualifications ( SOQ ) from qualified firms to provide on - call services for the categories listed below : A . Materials Testing and Quality Control A . MATERIALS TESTING AND QUALITY CONTROL The City is seeking consultants with strong expertise in construction materials testing , quality control , and compliance verification , with personnel certified and licensed in accordance with State of California requirements and industry standards . The selected firm ( s ) shall provide a comprehensive range of materials testing and quality control services , which include : • Field and laboratory testing of soils , aggregate base , asphalt concrete , Portland cement concrete , and other construction materials in accordance with applicable standards ( Caltrans , ASTM , ACI , AWWA , etc .) • Quality control inspection and testing services during construction of water and sewer utility projects , including but not limited to : pumping stations , treatment facilities , storage tanks , pipelines , and other water / wastewater infrastructure improvements • Concrete testing services including mix design review , sampling , cylinder testing , in - place testing , core sampling and analysis , and special inspections as required by the California Building Code • Asphalt concrete quality control including mix design verification , field density testing , cores and testing , and pavement evaluation for utility trench restoration • Nuclear density gauge testing , laboratory compaction testing ( Proctor ), R - value testing , California Bearing Ratio ( CBR ), and other soil mechanics testing • Materials engineering support including specification development , mix design review , constructability reviews , and value engineering recommendations ( inspection firm does not serve as engineer of record ) • Testing and verification of specialized materials including pipe bedding materials , filter media , chemical feed systems , and water treatment materials • Preparation of daily inspection reports , test summaries , non - conformance reports , and final documentation for project closeout and regulatory compliance
