The City of Vacaville (“ City ”) Utilities Department is soliciting Statements of Qualifications ( SOQ ) from qualified firms to provide on - call services for the categories listed below : Structural and Special Inspections STRUCTURAL AND SPECIAL INSPECTIONS The City seeks firms providing structural inspection services with inspectors certified by the International Code Council ( ICC ) or equivalent certification , as required by the California Building Code ( CBC ). Special Inspections : Services shall include special inspections as mandated by the CBC including , but not limited to : • Concrete and reinforced concrete construction • Post - installed anchors and bolts in concrete • Special moment - resisting concrete frames • Reinforcing steel and prestressing tendons • Structural welding and high - strength bolting • Structural Masonry Construction • Reinforced gypsum concrete and insulating concrete fill • Spray - applied fire - resistive materials • Deep foundation elements including piling , drilled piers , and caissons • Shotcrete application • Special grading , excavation , and controlled fill operations • Smoke control systems • Other special cases as determined by the Building Official Inspection services shall include observation of work in progress , identification and documentation of nonconforming items , and preparation of daily , weekly , and final reports as required . Additional Structural Inspection Services : • Water storage tanks , reservoirs , clarifiers , digesters , and other liquid containment structures • Foundation systems including formwork , reinforcing steel placement , embedment , anchor bolts , and concrete placement • Structural steel fabrication and erection for pump stations , treatment facilities , and support structures • Reinforcing steel placement , splicing , dowels , and pre - placement verification • Formwork and falsework for complex concrete structures • High - strength bolted connections and structural bolting verification • Concrete masonry unit ( CMU ) construction for pump station buildings and vaults • Seismic bracing , anchorage , and lateral force - resisting systems • Continuous inspection for critical structural operations as designated by the Building Official • Coordination with design engineers and preparation of inspection reports for Building Department approval
