SDCL is seeking proposals for an online video learning product to assist library customers with lifelong learning . Products must be commercially available , designed for the public library audience , and hosted by providers for in - branch and remote access over the World Wide Web . 3 . 1 . Content 3 . 1 . 1 . Course Topics A wide range of course topics is sought to assist a public library audience with learning for work and leisure . Courses may include instruction on popular business software , job seeking and career development skills , personal growth , technology , home improvement , and a variety of hobbies . 3 . 1 . 2 . Levels of study All topics shall include a basic introductory course . Popular topics shall also include intermediate classes . Products that include intermediate and advanced classes across a broader range of courses are preferred . 3 . 1 . 3 . Audience Offerors shall provide courses that are suitable for a public library audience from high school students to older adults . 3 . 2 . Quality 3 . 2 . 1 . Offeror shall provide high - quality video production for all courses . 3 . 2 . 1 . 1 . Resolution : Minimum 720p ( HD ), with 1080p ( FullHD ) preferred . 3 . 2 . 1 . 2 . Codec & Format : Use H . 264 ( MPEG - 4 ) with an MP4 container . 3 . 2 . 1 . 3 . Aspect Ratio : Standard 16 : 9 3 . 2 . 2 . Instructors shall have advanced knowledge of the course topic and be vetted for knowledge of their subject and teaching ability . 3 . 2 . 3 . Offeror shall assess course effectiveness through feedback , quizzes , or other means , making improvements where needed .
