Description

Please note : This is a Sole Source Notification . SOLE SOURCE BASIS : 1 Morrow County is required under its Intergovernmental Agreement with the Oregon Health Authority to operate or contract for the operation of a Community Mental Health Program 2 Community Counseling Solutions is the only provider within the region with the infrastructure , licensure , staffing , and operational capacity to deliver the full scope of required behavioral health services , including crisis services , outpatient services , forensic services , and care coordination 3 CCS has an established service history of over 40 years providing integrated behavioral health services within Morrow County , ensuring continuity of care for vulnerable populations 4 The services required under the OHA agreement represent a fully integrated behavioral health system , which is not practicable to segment or competitively procure without significant disruption to service delivery 5 Transitioning to another provider would create substantial risk to public health and safety , including disruption of crisis response , court - mandated services , and ongoing treatment for individuals receiving care
