The Georgia Technology Authority ( hereinafter , “ GTA ” or “ State Entity ”) is soliciting statements of qualifications from suppliers interested in providing Outcome - Based Independent Verification and Validation ( IV & V ) Services . This Request for Qualified Contractors (“ RFQC ”) is intended to establish a prequalified pool of strategic partners capable and competent to assist GTA in providing independent , objective , evidence based IV & V services for the designated information technology project or program to assess project health , delivery readiness , governance effectiveness , risk exposure , quality readiness , and outcome viability across the project lifecycle . This Outcome - Based Independent Verification & Validation ( IV & V ) engagement is designed to increase confidence that projects will achieve measurable business outcomes . The approach is independent and non - directive , providing objective assessments , early warning signals , and course - correction recommendations — without assuming day - to - day project management responsibility .  Outcome - Based IV & V is structured as an ongoing project assurance service with recurring health assessments , milestone reviews , artifact review , stakeholder engagement , executive reporting , and targeted work - product review .
