The County of Midland requests your participation in submitting a proposal for a joint project including the City of Midland and The County of Midland , ( reference as Entity or Entities ) forreplacement of our current outdoor warning system . All submissions must be in accordance with the attached specifications . Proposals are due no later than2 : 00 pm , Thursday , January 29 , 2026to Haley Greene , Procurement and Contracts Administrator , 3rd Floor County Services Building , 220 W . Ellsworth St ., Midland , MI 48640 - 5194 . It will be the contractor ’ s responsibility to ensure delivery of proposal is received by the Procurement and Contracts Office in a complete and timely manner . All proposals must be sealed and marked " Outdoor Warning System Proposal RFP " with date and hour of opening , name and address of bidder . The Entities reserves the right to accept , reject or negotiate any or all proposals , to waive or not waive informalities or irregularities in proposals or bidding procedures , and to accept any proposal determined by the Entities Representatives to be in the best interest of the Entities , whether the proposal is lowest or not . The Entities assumes no liability for any costs incurred in preparing a proposal .
