The Contractor ( s ) must : 1 . Developing a strategic plan for this concept . 2 . Build an ecosystem of investment into CGJMTC and NADWC 3 . Have marketing experience and ability to self - fund marketing 4 . Market CGJMTC , NADWC and the industry initiative 5 . Have a thorough understanding of the capabilities of CGJMTC and NADWC and their respective strategic visions . 6 . Be capable of onsite sustainment and be a point of presence during Industry Users utilization of camp space 7 . Have a demonstrated history of working with Fortune 500 companies as well as emerging companies and technologies 8 . Demonstrate proficiency in the management , marketing , and development of enterprise starting with strategic position and branding 9 . Be capable of obtaining U . S . Government security clearances needed 10 . Vet potential Industry Users ( see Exhibit 1 - Vetting ) 11 . Obtain approval of Industry Users from the Program Manager . 12 . Ensure Industry Users sign a Memorandum of Agreement ( provided by the Incremental Cost Manager , Exhibit 3 - MOA Template * may change ) and / or Lease Agreement with the State of Michigan . A lease agreement is required if the Industry Users ( s ) have exclusive use ( AR210 - 22 , 5 - 3 ( 2 ) 13 . Ensure and obtain Industry Users maintain required insurance . 14 . Responsible for paying the State of Michigan costs as accrued through the Incremental Cost Recovery Program ( ICR ) and serve as an exclusive point of billing and coordination for the Industry Users
