The services requested herein are for preparing a comprehensive parks system assessment , vision , and strategy for the City of Tucson Parks and Recreation Department . The consultant will collect and analyze data to develop a clear set of goals , policies , standards , and recommendations for Tucson ’ s existing and future parks and recreation facilities and programs for the next fifteen years . The department desires to make data - driven decisions for funding parks and programs that takes into consideration diversity , equity , inclusion , sustainability , environmental stewardship , and resiliency . The selected consultant will work directly with a project team with representatives from the capital planning and development division , recreation division , aquatic section , and administrators with the Parks and Recreation Department . The consultant will also work with various internal and external stakeholders , government partners , the Parks and Recreation Commission , and other local and regional organizations .
