The Contractor shall furnish all labor , tools , supplies , and other facilities and means necessary or proper to perform operations as described , and to include all handwork as necessary for the completion of reclaiming , and all related work . The contractor is responsible for setting the rough and final grading after reclaiming , so the roadway grades will shed storm water . The final grade shall be approximately 2 to 3 % from centerline of road to gutter . Following reclaiming , the city will provide and deliver additional base materials if necessary . Raised structures must be painted in fluorescent orange paint following all reclaiming operations . The contractor must install filter fabric in basin covers to prevent road materials from washing into the storm water system . A water truck must be used as necessary to control dust following reclaiming until paving base course is complete . The contractor must provide proper base compaction . Compaction is critical elements to road life . Maintaining the road surface is the contractor ’ s responsibility from initial reclamation to paving .
