The Pharmacy Benefit Manager ( PBM ) Compliance Division of the DOI is seeking proposals from Respondents with expertise in pharmacy reimbursement , pharmacy claims , and pharmacy / PBM compliance for a plan to intake , review , and respond to complaints related to PBM compliance as it relates to Alabama law . The following Services shall be provided under a contract awarded pursuant to this RFP , in support of the DOI statutory oversight and enforcement responsibilities under all applicable laws and rules , including Alabama DOI Rules Chapter 482 - 1 - 164 , Ala . Code § 27 - 45A , including SB252 ( Act 2025 - 136 ), Ala . Code § 34 - 23 - 180 through § 34 - 23 - 187 ( The Pharmacy Audit Integrity Act ), and any future laws , rules , or guidance that may become applicable during the tenure of the contract . The selected Respondent to whom the contract is awarded shall be responsible for the performance of all duties contained within this RFP for the firm and fixed price quoted in the Respondent ’ s proposal to this RFP . All proposals must state a firm and fixed annual price for the services described . Optional services shall be submitted in the provided table for hourly and annual rates of the staff listed . The Respondent is responsible for outlining a clear plan in its response proposal to implement each item / service listed in the RFP , and the proposal will be graded on the Respondent ’ s clarity and understanding of how each item / service will be implemented and maintained .
