Phase II ESA . Propose a scope of work and cost appropriate to evaluate the REC and determine whether the property is a Facility according to Part 201 . The Phase I ESA identified the approximate location of a coal chute adjacent to a sidewalk . If sampling damages the sidewalk , the scope of work should include restoration . Since the structure will be demolished , repairs are not required , but if the building is damaged such that wildlife could enter , those entry points should be repaired , sealed , or covered to prevent ingress . 3 . 2 BEA ( if necessary ). Propose a scope of work and cost for a BEA in accordance with Michigan law in the event the property is determined to be a Facility . If the property is not a Facility , a BEA will not be part of the contract . If the property is a Facility and a BEA needed , a change order to the contract ( example attached ) will be issued . 3 . 3 Pre - Demolition Universal Waste And Hazardous Materials Investigation .
