Description

Description

The purpose of the work is to protect native , rare , and endangered species and their habitats from damage , conversion , and loss due to impacts from the wild pigs . This damage can include , but is not limited to , reduction in water quality , reduction in native vegetation regrowth , displacement or loss of native species from the parklands , and increases in non - native plants in disturbed areas . Approved methods for wild pig control within park boundaries include trapping and dispatching animals , along with shooting , where deemed safe and appropriate , per the terms and conditions of the Memorandum of Agreement ( MOA ) for Wild Pig Management between the California Department of Fish and Wildlife and the California Department of Parks and Recreation . See Exhibit A , Attachment 2 . All work is regulated by the California Department of Fish and Wildlife . The primary location for this project is Mount Diablo State Park , in which natural resources are being impacted by these non - native animals . Additionally , a portion of work will be located at Henry Coe State Park . The services would be utilized on an as needed basis in Contra Costa , Santa Clara , and Stanislaus counties . Contractor will be expected to continually assess the damage , communicate with State Park staff about pig sightings , and move traps to the appropriate locations throughout the project areas according to pig population behavior . Descriptions or maps of the damage locations with GPS coordinates , and pig sightings are to be summarized and submitted monthly to State Parks . In the event that unforeseen circumstances require continued services , this agreement may be amended with mutual consent of the parties hereto at the rates referenced in Exhibit B , Attachment 1 , Contractor ' s Bid Form . DPR reserves the right to add services or reduce services at the sole discretion of DPR . This agreement may also be amended to extend the term . 3 . 0 Equipment Required Contractor must possess a minimum of twenty ( 20 ) live traps capable of containing several adult pigs and have them available for delivery within forty - eight ( 48 ) hours of contract approval by the State . This contract shall include the delivery , installation , and movement of the traps ; all bait , lures , and equipment necessary to place and set traps ; and firearms , ammunition , and equipment necessary to dispatch and disposal ( on and off - site ) of trapped animals . 4 . 0 Established Protocols As part of an existing wild pig control program , the Contractor is expected to meet all provisions of the MOA with the California Department of Fish and Wildlife ( CDFW ) to provide evidence of a valid hunting license and required permits necessary to do the work , See Exhibit A , Attachment 2 . The Contractor will be expected to follow established protocols : A . Live traps suitable for catching multiple pigs will be delivered and installed at appropriate sites within park boundaries . Appropriate sites are away from public view , public facilities , trails , aquatic areas , or sites containing sensitive species . Sites meeting the above stated criteria will then be prioritized according to damage assessments , pig sightings , and known migration routes between the State Park and adjacent lands , where appropriate . B . Traps may be moved using a truck where access exists or an All - Terrain Vehicle ( ATV ) in wet or limited access situations . Areas where limbs or significant vegetation need to be removed for access are inappropriate sites . Motorized equipment , such as trucks or ATV ' S must not be used off paved and dirt roads under any circumstances . Observance of any off road vehicle activity may be subject to citation . Vehicles will not be driven on backcountry dirt access roads when conditions are wet and ruts are likely to be left on the roads . These ruts are injurious to the roadbed surface because they will carry water and subsequently cause soil loss and accumulation of sediment .
