Pilot Project : Automated Property Sketch Verification & Imagery Analysis Solution

The selected vendor shall deliver a complete , scalable solution that includes the following capabilities specific to the pilot area within four ( 4 ) months from the date of contract execution : 2 . 1 Aerial Imagery & Geospatial Data • High - resolution orthogonal and oblique aerial imagery covering all parcels within the defined pilot area . • Minimum resolution of three ( 3 ) inches / pixel ( vendors should specify available resolutions ). • Accurate geospatial positioning with industry - standard metadata . 2 . 2 Automated Sketch Comparison The system must be capable of : • Importing existing Baldwin County sketches ( APEX sketching program ) and parcel data from the County ’ s CAMA system ( Assurance by Nitorco ). • Detecting building footprints , additions , garages , sheds , and other outbuildings from imagery . • Comparing current imagery - detected structures against existing sketches to identify : o Mismatched footprints o Missing or outdated sketches o Unrecorded additions or detached structures o Significant dimension discrepancies • Generating a “ match score ” or similar measurement for each parcel . 2 . 3 Visualization & Review Interface The system should allow County staff to : • View overlays of sketches and imagery side - by - side or combined . • Access color - coded visual indicators for match , mismatch , and missing - sketch conditions . • Filter and prioritize parcels by : o Severity of mismatch o Parcel type o Neighborhood or subdivision o Match confidence score
