BEC (Energy Coast West Cumbria Limited), a values driven organisation owned by Cumberland Council and the Nuclear Decommissioning Authority (NDA), sought tenders for the provision of Master Planning and Project Management Office (PMO) services to support the development of Pioneer Park, West Cumbria. The commissioned services include: • Developing a comprehensive master plan for Pioneer Park as a new clean energy and innovation hub. • Establishing and managing a Project Management Office (PMO) to oversee all workstreams. • Embedding social impact, stakeholder engagement, and sustainability throughout the commission. Key objectives included: • Identifying opportunities for clean energy generation (including nuclear and SMRs), green business attraction, and AI driven innovation. • Producing a prioritised implementation plan, funding options, and a consenting strategy. • Setting up a skilled PMO that coordinates activities, reports monthly to the governance board, and engages regularly with key stakeholders.
