1 . Project Initiation and Management • Conduct an initial meeting with town officials to outline project objectives , timelines , and deliverables . • Establish a project management plan , including a communication plan , timeline , and roles and responsibilities . 2 . Community Engagement and Stakeholder Involvement • Execute a robust and creative public engagement program in partnership with the POCD sub - committee and Town Staff . The engagement program should proactively identify ways to engage underrepresented members of the community and provide equitable opportunities for participation . The engagement program may consist of : o A project website , o Strategies to ensure meaningful public participation , possibly including a community survey , o A summary of proposed meetings within the project timeline with a minimum of two ( 2 ) townwide workshops , a minimum of five ( 5 ) neighborhood or topic - based sessions and at least one ( 1 ) charrette focused on housing and infrastructure . 3 . Data Collection and Analysis • Assess current conditions and trends to inform the development of the POCD . • Collect and analyze relevant data on demographics , land use , housing , economic development , natural resources , transportation , public facilities , housing , and other relevant topics . • Evaluate how the Town may comply with the requirements of HB 8002 . • Evaluate how the Town can become a more environmentally sustainable and resilient community
