Description | The engineering services will be in accordance with the Arkansas Natural Resources Commission requirements for the Drinking Water State Revolving Fund ( SRF ) and will consist of , but not be limited to , the following : 1 . Preparation of a Pre - Application and Preliminary Engineering Report for the Water Wastewater Advisory Committee and Water Plan Compliance ; 2 . Preparation of a Facility Plan and Environmental Information Document ; 3 . Preparation of a SRF loan application to meet Capacity Development Requirements ( financial , managerial , and technical capabilities for sustained operation ); 4 . Designing and preparing plans and specifications for the water system improvements ; 5 . Preparation and implementation of a Project Performance Workplan and Operation & Maintenance Manual |
