Purpose The City of Raleigh ( COR ) is solicitating proposals from one or more firm ( s ) with which to contract for the following services : Support for Planning and Development reviews , including : • Drafting and completion of initial reviews and staff reports for rezoning requests , annexation requests , certificates of appropriateness , and current planning development review and zoning compliance ; Assisting staff in preparing to present cases in front of decision making boards ; • Reviewing residential plans and permits for zoning compliance . Examples include : new single family homes / duplexes , decks / porches , patios , driveways , fences and accessory structures ; • Reviewing minor commercial plans and permits for zoning compliance . Examples include : interior alterations and fit - ups ; • Meeting with property owners and applicants to discuss their projects , answer questions , and resolve outstanding issues ; • Tracking and delivering work within defined review schedules ; and Conducting initial and ongoing meetings to coordinate review activities . 4 SCOPE OF SERVICES Awarded proposer shall provide services , all as set forth in this RFP and more particularly described in this Section 4 . The consultant will conduct initial and ongoing meetings and coordinate review activities with the City of Raleigh Planning and Development Department . The selected consultant will be expected to draft , internally vet , and complete staff reports for respective zoning cases on a case - by - case basis . The selected consultant will also be expected to draft , internally vet , and complete staff reports for annexation requests on a case - by - case basis . In addition , the selected consultant will also assist city planning staff in preparing to present cases in front of decision - making boards ; and will also work with city planning staff to deliver completed work within defined review schedule identified by the planning staff . The consultant providing the staff support will also be required to check in weekly with the project lead and attend other staff support meetings the project lead deems applicable . The consultant may also be required to be present on site when the project leader deems necessary . In addition to the rezoning and annexation work outlined above , the consultant will also assist with reviewing certificates of appropriateness , residential permits and plans for compliance with the Unified Development Ordinance . The selected consultant is expected to correspond directly with applicants to answer questions and resolve outstanding issues . They may also need to coordinate with staff in other departments , including transportation , stormwater , and public utilities . While most tasks can be handled via phone or computer , the consultant may be asked to attend meetings and / or trainings on - site .
