CBC / Radio - Canada is seeking Proposals from industry in response to its Request for Proposals (“ RFP ) for Pre - employment screening services . An Agreement resulting from this RFX may potentially be for two ( 2 ) years with three ( 3 ) irrevocable option ( s ) to extend for one ( 1 ) year period ( s ). 1 . SUMMARY OF REQUIRED GOODS / SERVICES : The key objectives in issuing this RFP are as follows : To perform pre - employment screening services during CBC / Radio - Canada ’ s talent acquisition process 2 . MANDATORY REQUIREMENTS : This RFP is open only to Proponents who meet each of the following mandatory requirements . Supplier must provide concise responses ( in Appendix A1 ) to all requirements while limiting the length of each response . Indicating “ Compliant ” is not a complete answer and further detail is required to support the claim that the Proponent currently meets each of the requirements . 1 Geographic coverage ( mandatory requirement ) As a pan - Canadian organization , CBC / Radio - Canada requires the Proponent to have the capability to perform verifications of all candidates across Canada . In their proposal , the Proponent must define the approach and process used to perform verifications in areas where they do not have offices , whether these verifications are conducted online or offline . Additionally , the Proponent must identify all their Canadian offices and provide details on how they will ensure comprehensive coverage across the country . 2 Bilingualism ( mandatory requirement ) The Proponent must be able to provide the services listed in this Appendix in both French and English during regular business hours . It is important to remember that CBC / Radio - Canada is a pan - Canadian organization . The proponent shall specify the support hours offered . The following services and materials must be available in both French and English : Technical support for candidates and CBC / Radio - Canada User interface of all proposed tools Outputs such as reports Training and user guides Any documentation Additionally , the ability to provide services in Canada ' s Indigenous languages will be considered a significant asset . 3 Customizable Reporting ( mandatory Requirement ) The Proponent must provide the ability to customize reports on demand to meet the specific needs of CBC / Radio - Canada . This includes tailoring the format , content , and presentation of the reports to align with our organizational standards and requirements . The Proponent must detail their process for customizing reports , including the lead time required for changes , the level of customization available , and any limitations . Additionally , the Proponent should demonstrate their experience in delivering customized reports for other clients and provide examples where possible . The ability to swiftly adapt reporting to accommodate evolving needs will be considered a significant asset . 4 Flexible Service Package Modification ( mandatory Requirement ) The Proponent must offer flexible modification options for service packages at no additional cost . This includes the ability to alter the scope , components , and features of the service packages as CBC / Radio - Canada ' s needs evolve , without incurring extra charges . The Proponent must outline the process for requesting and implementing modifications , including the expected response and completion times . They should also provide examples of how they have successfully managed service package changes for other clients , emphasizing their capacity to support dynamic requirements . This flexibility is essential to ensure that CBC / Radio - Canada can efficiently adapt services to meet changing demands and priorities . Additional charges will only be applicable if the modifications involve the development of a new service that is not part of the proponent ’ s existing catalog . 5 Comprehensive Service Delivery ( mandatory Requirement ) The Proponent must be able to deliver all the services described in Part A . 3 - DESCRIPTION OF SERVICES in their entirety except for Right to Work Verification of Work Permit & Study Permit , which is considered an asset . This requirement ensures that CBC / Radio - Canada receives a complete and integrated suite of background verification services without the need for additional providers or subcontractors . The Proponent should detail their approach to delivering these comprehensive services , including their methodologies , tools , and technologies . They must demonstrate their capacity to manage and execute all required services seamlessly and efficiently . Additionally , the Proponent should provide evidence of past performance in successfully delivering similar comprehensive services to other clients . Providing an end - to - end solution is critical to ensure consistency , reliability , and quality in the verification process . All services must be completed regardless of whether they follow a standard or confidential procedure . Confidential procedure differ from standard procedure by restricting access to sensitive information to a limited number of authorized individuals , using secure platforms with strict access controls . They also include rigorous security protocols to protect against unauthorized disclosure . Additionally , information is handled and stored confidentially , with measures in place to limit its use to only those directly involved . 3 . MERX . com / cbc ) to manage its solicitation process , all Proponents must obtain the RFX documents through MERX . RECEIPT OF PROPOSALS Proposals must be received by CBC / Radio - Canada , via electronic submission to the MERX Website ( www . MERX . com ) no later than 26 August 2024 at 8 : 00 : 00 pm , Eastern Time . The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC / Radio - Canada . The Proponent cannot transfer such responsibility to CBC / Radio - Canada . The MERX clock shall be used to determine the time of receipt of the Proposal , whether the time indicated on such clock is accurate or not .
