Basis of Proposal / Scope of Services Proposals shall address the following scope of services . 1 . Preliminary Engineering Report ( PER ) The consultant shall prepare a Preliminary Engineering Report ( PER ) that meets the minimum documentation requirements of USDA Rural Development RUS Bulletin 1780 - 2 . The PER shall be appropriately scaled to the scope of the proposed improvements and funding requirements . At a minimum , the PER shall include : • Description of the existing wastewater treatment facilities , capacity , and operating conditions . • Identification of system deficiencies , operational constraints , and regulatory compliance issues . • Evaluation of reasonable improvement alternatives , including a no - action option , with qualitative cost comparisons . • Conceptual layouts and process flow diagrams for feasible alternatives . • Assessment of aging infrastructure and equipment . • Conceptual engineering layouts and process flow diagrams . • Preliminary sizing and configuration of proposed improvements . • Identification of the recommended alternative and rationale for selection . • Phasing and sequencing strategies for implementation . • Preliminary capital cost estimates . • Summary of environmental , site , and regulatory considerations . • Documentation formatted and presented in a manner suitable for USDA Rural Development review under RUS Bulletin 1780 - 2 . 2 . Site Readiness and Feasibility Study The consultant shall evaluate whether proposed improvements are feasible and compatible with existing site , hydraulic , environmental , and operational constraints . This task shall include : • Review of WWTP site layout and physical constraints . • Evaluation of flow conditions and treatment capacity . • Assessment of environmental and permitting considerations . • Compatibility analysis of proposed improvements with existing infrastructure . • Confirmation of feasibility of Community Project Funded improvements . • Determination of whether proposed improvements represent the most effective use of available funds . 3 . Financial Modeling and Funding Strategy The consultant shall develop a financial and implementation strategy , including : • Strategy to maximize secured Community Project and State appropriation funds . • Capital cost projections for recommended improvements .
