DESCRIPTION OF SERVICES AND DELIVERABLES 2 . 1 Security Services a . The Court seeks the services of a licensed private unarmed security firm with demonstrated experience providing security services for court facilities or comparable government buildings . The Contractor shall provide patrol and security services designed to deter and prevent loitering , unauthorized encampments , dumpster looting , illegal criminal activity , and illegal drug activity on Court properties , including courthouses and parking areas . b . The Contractor shall provide , operate , and maintain a real - time electronic guard tour and security tracking system for the three ( 3 ) downtown San José court properties . The system shall document and verify security officer patrols by recording time , date , and location of completed patrol checkpoints . Installation and placement of all tracking checkpoints at Court facilities shall require prior written approval from the Court ’ s Facilities Department . c . The Contractor shall generate and submit daily electronic patrol reports produced directly from the security tracking system . Reports shall , at a minimum , include : • Date and time stamps for each patrol round • Identification of completed and missed checkpoints . • Duration of patrols • Officer identification • Notations of incidents , unusual conditions , or security concerns Daily reports shall be transmitted via email to the Court ’ s designated representative no later than the next business day . d . Prior to commencement of services , the Contractor , in coordination with the Court , shall prepare and submit site - specific post orders / operating procedures for each Court facility for review and approval . Post orders shall include , at a minimum , patrol routes , checkpoint locations , reporting requirements , escalation procedures , and clearly defined contact and notification protocols identifying who to contact , in order of priority , for routine issues , incidents , emergencies , and after - hours situations . e . All personnel assigned to the Court ’ s security detail shall be dressed at all times in clearly identifiable , professional security officer uniforms while on duty .
