The intent of this Request for Proposals and resulting contract is to obtain professional services for eight ( 8 ) specific Special Tasks for the Camden County Public Works Department , Camden County Parks Department and Camden County Building and Operations Department on an As - Needed Basis . The specific Special Tasks requested in this RFP include : Firms responding to this Request for Proposals should have extensive experience and a knowledgeable background and qualifications in the provision of the services described herein . 1 . Highway Agency Stormwater Permit Compliance 2 . Emergency Engineering Design 3 . Professional Survey Services 4A . Roadway Design Review Services 4B . Planning Board Review Services 5 . Construction Field Inspection ( Per Diem ) 6 . Traffic Engineering 7 . Camden County Public Works , Parks Department and Buildings & Operations Department Engineering / Architecture Design Services . SCOPE OF SERVICES The County of Camden is requesting professional CONSULTANT services for the Department of Camden County Public Works , Department of Parks , Department of Buildings and Operations ( Bldg . & Ops ). Camden County seeks to select CONSULTANTS to provide the following professional services : TASK 1 - Highway Agency Stormwater Permit Compliance One firm will be selected to assist in completing all requirements of the New Jersey Department of Environmental Protection meeting , the Camden County Highway Agency Stormwater General Permit , NJPDES : NJG0153419 , PI ID #: 222992 . Specific tasks required under this Task include : a ) Annual Training of Employees training for staff from the Public Works Department , Parks Department , and Buildings and Operations Bldg . & Ops . Department including but not limited to all supervisors , vehicle mechanics , laborers , truck drivers , snow removal drivers , vehicle washing , trash management , building maintenance and all County personnel involved in these activities . This training includes but is not limited to storm inlet cleaning , street sweeping , storm outfall inspection , illicit connection inspections , etc . as requited under the annual filing of the Camden County NJPDES permit . b ) Updating of County Stormwater Pollution Prevention Plan ( SPPP ) to NJDEP permit NJPDES : NJG0153419 , PI ID #: 222992 c ) Implementation of Camden County vehicle washing requirements within the Departments of Public Works , Parks and Buildings and Operations , including all documentation required for the Camden County Annual Report . d ) Review of Camden County stormwater outfall location data , collection of current stormwater outfall conditions including evaluation of evidence of illicit connections per NJDEP , pipe size and materials , scour conditions , and prioritization of stormwater outfall scour remediation . e ) Preparation of Standard Operating Procedures ( SOPs ) to address illicit connections found during any construction undertaken by the Public Works Department , Parks Department , and Bldg . & Ops . Department . The SOP will involve coordination with the Camden County Board of Health . f ) Compilation of documentation from the Public Works Department , Parks Department , and Bldg . & Ops . Department for completion of the Stormwater Annual Report by the County Engineer . g ) Monthly stormwater inspections of CCDPW complex , Parks Dept Maintenance Yard , Lakeland Salt Barn / Maintenance Yard and Pennsauken Salt Barn . TASK 2 - Emergency Engineering Design Two firms will be selected to assist staff from the Public Works Department in addressing emergency conditions impacting County right - of - way , County Parks , or County buildings . County Counsel review and approval of the emergency condition is required prior to a County department directing a consultant to proceed with an emergency task . Specific items required under this Task include : a ) Initial field investigations immediately after emergency condition is found . b ) Assist in determining if on - call professional services consultant is needed based on initial field investigation . Examples include but are not limited to oncall bridge engineer or on call dam engineer . c ) Assist in documentation and photographs of emergency conditions .
