The services described below establish the City ’ s expected minimum scope . Respondents may recommend refinements , sequencing , or additional tasks that will improve grant eligibility , constructability , legal compliance , affordability , phasing , and speed of delivery . The City reserves the right to negotiate final scope and task order structure . 4 . 1 Project Kickoff , Data Collection , and Existing Conditions Assessment • Conduct a kickoff meeting with City staff and stakeholders to confirm project goals , available data , funding constraints , service expectations , and decision points . • Review prior Archer wastewater planning and design materials , including the City ’ s earlier engineering RFQ and prior consultant agreements , deliverables , mapping , estimates , and permitting assumptions . • Collect and review available GIS , record drawings , parcel data , utility customer data , development data , topographic information , roadway and right - of - way information , and prior utility studies . • Identify data gaps and recommend additional survey , geotechnical , utility locating , easement , environmental , or modeling tasks needed for implementation . 4 . 2 Service Area , Growth , and Buildout Analysis • Define the wastewater service area to include all current Archer water system customers and analyze practical phasing for universal service coverage . • Evaluate future wastewater service needs for development and redevelopment areas identified in the City ’ s zoning map , land development regulations , comprehensive planning materials , growth assumptions , and related utility policy documents . • Prepare wastewater flow projections , loading assumptions , buildout scenarios , and phasing assumptions suitable for engineering design , permitting , financial planning , and ordinance support ...
