The MSP intends to modernize the internal promotional process for enforcement members . Modernized alternative processes may include written exams , oral boards , other assessments , or a combination of these options . Alternatives could be generic to the profession or specific to each sworn job classification that is eligible for promotion . Individual pricing for each alternative is required rather than a bulk price for all proposed alternatives . The contractor must work with MSP subject matter experts ( SME ) to craft rating criteria that serve as exemplar behaviors and / or responses to evaluate all candidates . Scoring should be based on behaviors candidates exhibit and what candidates say or do that aligns with specific criteria ; criteria must ensure fairness and impartiality in the rating process . If the contractor is providing assessments , the contractor must ensure assessors are trained and do not have prejudicial prior knowledge of the candidates . For written exams , the contractor must consult with SME ’ s , MSP policies , procedures , and official orders , and other nationally recognized standards to determine content for questions . The contractor must provide scoring and proctoring of exams . The contractor may provide orientation sessions for candidates . The MSP will be able to provide locations and facilities for exams and / or assessments .
