Contractor shall be solely responsible for furnishing all personnel , labor , equipment , materials / supplies , vehicles , and transportation to provide analytical services for chemical , physical , radiological and / or microbiological analysis of water , wastewater , soil and sludge samples for LBPUD ’ s current and future needs . 1 . 4 . Contractor shall collect samples from LBPUD ’ s Water Quality Laboratory in Long Beach , California , within four ( 4 ) hours of request by LBPUD staff . Retrieval of samples shall occur between the hours of 8 a . m . and 5 p . m . weekdays , or at other times agreed upon by the Department . 1 . 5 . Contractor shall provide and deliver to LBPUD , sample vials , bottles and jars that are new or certified clean , ice chests , and blue ice upon request with no additional charges incurred upon LBPUD . At the Department ’ s request , the sample containers provided to LBPUD shall contain the proper preservatives and labels indicating which tests they shall be used for . 1 . 6 . Contractor shall have available and provide a 24 - hour automatic composite sampler , if needed to collect composite samples at an LBPUD sampling site . 1 . 7 . All analyses shall be performed in accordance with U . S . EPA ' s Guidelines 40 CFR Part 141 . All analysis shall be completed within the turnaround times specified by LBPUD ; generally , in fifteen business days or less , as specified by LBPUD on the chain - of - custody . If the Contractor cannot meet the specified turnaround time ( s ), due to any reason , the Department shall be notified no less than 24 - hours prior to the end of the specified turnaround time ( s ). Contractor shall then arrange to have the analyses completed by another laboratory pre - approved by LBPUD at no extra charge to the Department and within regulatory holding time . 1 . 8 . LBPUD will require a contact person designated by the Contractor with a telephone number for 24 - hour contact in case of emergencies . 1 . 9 . LBPUD is required to address emergency samples ( after hours , weekends , and holidays ) and will expect a 4 - hour response time from Contractor with available staff to support these emergencies . 1 . 10 . All chemical analyses shall be supported with the following laboratory Quality Assurance / Quality Control ( QA / QC ) analyses , at a minimum or as applicable : method blank , matrix spike , matrix spike duplicate , surrogate standard recovery . All samples shall be reported with the associated reporting limit and method detection limit ( as applicable .) The laboratory QA / QC data shall be submitted with the sample test results .
