The City of Seguin operates a Supervisory Control and Data Acquisition ( SCADA ) system built on Proficy iFIX software to monitor and control critical municipal infrastructure . The system provides real - time data collection , alarming , and process control for the City ’ s water treatment plant , pump stations , water distribution system , and operational assets . The existing SCADA production environment is hosted within a City - managed virtual infrastructure . The underlying operating system is approaching end - of - support , and the SCADA software is currently outside of its general support phase . To maintain system reliability , vendor supportability , and cybersecurity compliance , the City intends to migrate the SCADA system to new virtual servers and current supported software versions provided through its active Proficity iFIX maintenance and licensing program . This modernization effort includes upgrading the core Proficy iFIX application , associated historian and communications components , and remote - access tools . The City will also upgrade operator and viewing workstations and re - establish automated reporting capabilities . The project will be executed in coordination with the City ’ s Information Technology and Water Utilities divisions to ensure adherence to City cybersecurity policies , Proficy iFIX best practices , applicable industry standards such as ISA / IEC 62443 and NIST SP 800 - 82 , and compliance with Texas Commission on Environmental Quality ( TCEQ ) standards and reporting requirements .
