PROFESSIONAL SERVICES FOR THE DEVELOPMENT OF A UNIFIED DEVELOPMENT CODE I . Objectives A . Consolidation ▪ Integrate existing zoning , subdivision , land development , and related ordinances into a single , cohesive UDC . B . Alignment ▪ Ensure consistency with the City ’ s Comprehensive Plan , the Hall County Regional Plan , and applicable state laws ( e . g ., Georgia Zoning Procedures Law , O . C . G . A . § 36 - 66 - 1 et seq .). C . Clarity and Usability ▪ Create a clear , concise , and user - friendly document with visuals , tables , and examples to enhance accessibility for staff , developers , and the public . D . Implementation Tools ▪ Provide supporting materials , such as administrative manuals , checklists , and training for City staff and City Council E . Sustainability and Resilience ▪ Incorporate provisions for environmental protection , green infrastructure , and resilience to support Flowery Branch ’ s natural assets , including proximity to Lake Lanier . II . Details The following gives an example of various details involved in the project . The scope seeks to include , but is not limited to : A . Review of existing ordinances , plans , and policies . • Identify inconsistencies and redundancies for correction . • Grammer , punctuation and formatting . Consistent throughout the document . • Review of the Subdivision Ordinance and change to Development Regulations . • Incorporate other chapters in the current Code of Ordinances into the Development Regulations section including , but not limited to , Building and Building Regulations , Environment , Fats Oils and Grease ( FOG ), and Utilities . • Develop a City of Flowery Branch Standard Drawings and Specification . Many may be the same as Hall County . • Other processes , procedures , or organization needs identified through the UDC process . • Update and revise the Preliminary and Final Plat process . • Update and revise sign regulations to include LED technology and oversized signs . • Update and revise tree preservation and planting regulations to include more robust planting requirements and defining specimen trees for preservation . • Review stormwater regulations for conformance with the Georgia Stormwater Manual and other updates needed for modernization . • Develop a Certificate of Development Conformance process and checklist . • Develop and Define House Location Plan ( HLP ) and Residential Drainage Plan ( RDP ) processes and procedures . B . Analysis of community needs and growth projections . C . Drafting the UDC , including text , maps , and graphics .
