The Ministry of Colleges and Universities ( the Ministry ) is looking for a Vendor to provide survey services to develop , collect , tabulate and report graduate Key Performance Indicator ( KPI ) data for one survey , the Ontario University Graduate Survey ( OUGS ). The survey is conducted two years after graduation and asks university graduates about their employment 6 months and 2 years after graduation . Personal Information and Protection of Privacy : • The Universities are subject to FIPPA and must follow its privacy protection provisions in the collection , use and disclosure of Graduates ’ Personal Information and PIPEDA Protected Information , including disclosure to suppliers retained by the Ministry for the purposes of conducting the KPI surveys . The Ministry is also subject to FIPPA , but the successful Bidder will not be required to collect any Personal Information or PIPEDA Protected Information from nor to disclose it to the Ministry in providing the Deliverables . • It will be the sole obligation of the successful Bidder to comply with any obligations it may have under PIPEDA in providing the Deliverables . • The successful Bidder will be required to protect privacy of surveyed individuals in accordance with Article 5 of the Form of Agreement . • The successful Bidder will also be required to protect privacy of surveyed individuals in accordance with Personal Information Protection and Electronic Documents Act ( PIPEDA ). Scope of Work Ontario University Graduate Survey ( OUGS ) – Undergraduate Survey In 1998 - 99 , key performance indicators ( KPIs ) were introduced to provide current outcome - based information to all stakeholders and assist students to make informed choices about programs offered at publicly assisted Ontario universities . The four KPIs published by the Ministry of Colleges and Universities ( the Ministry ) are the graduate employment rates six ( 6 ) months after graduation , graduate employment rates two ( 2 ) years after graduation , graduation rate and the OSAP default rate . The degree completion and OSAP default rates are calculated by the Ministry on the basis of information provided by institutions ; graduate employment information is compiled through the Ontario University Graduate Survey two ( 2 ) years after graduation . The OUGS is an annual survey , and will be administered using mail and online surveys methods . The Ministry uses KPI results to allocate performance - based funding to institutions . See more
