1 ) Overview . The Agent (" Property Manager ") shall provide full - service property and facility management for District - owned off - site properties , acting as an independent contractor on behalf of the Santa Monica - Malibu Unified School District ( SMMUSD ) (" Owner " or " District "). Services shall include financial administration , lease and tenant oversight , maintenance coordination , compliance , and reporting in accordance with all applicable California Education Code , Public Contract Code , local ordinances , and industry best practices . The Agent shall perform all duties consistent with the District ' s standards of transparency , fiscal accountability , and public stewardship . 2 ) Financial Management . · Collect rents , fees , reimbursements , and other tenant charges in accordance with lease agreements . · Maintain a dedicated operating account in the Owner ' s name for all property - related revenues and expenses ; commingling funds is prohibited . . Deposit and remit all rental income and other payments to the District within the timeframes specified by the contract . . Pay approved property expenses , including utilities , insurance , taxes , and vendor invoices , following District fiscal policies and public procurement requirements . . Prepare and deliver monthly financial statements showing all income , expenses , and account balances . . Develop and submit an annual operating budget for District review and approval , including recommended capital improvements . . Provide support for District audits and comply with all financial reporting standards . 3 ) Leasing Administration . . Enforce lease terms , handle tenant defaults , and manage renewals or new leases as directed by the District . . Negotiate lease amendments or new agreements only with District authorization and legal review . . Track and ensure compliance with all lease provisions , including insurance , permitted use , and maintenance responsibilities . . Collect , manage , and refund security deposits in accordance with California law and District policy . · Maintain an up - to - date lease administration log identifying tenants , rent schedules , insurance expirations , and key lease milestones . . Serve as primary point of contact for all tenants . Conduct move - in and move - out inspections ; document condition and compliance with lease obligations . · Address maintenance and service issues efficiently and courteously . . Enforce lease terms and building rules consistently across tenants . · Coordinate communication regarding building updates , repairs , and any utility interruptions .
