The service provider must provide the services outlined below : i . Provide a complete purchasing card program . This includes software , set - up , technical support , administrator / user manuals and assistance in the implementation of this program . ii . No Cost Reporting System to include : 1 . In - person training 2 . Open / close new card online in real - time 3 . Increase / decrease individual limits in real - time 4 . Review transactions as they post 5 . Provide direct feed from Visa , or approved equal , to accounting system 6 . Provide spending data in a City specific flat file format 7 . Support staff available to work with City ’ s IT department 8 . Ten ( 10 ) standard reports for audit purposes iii . Provide technical support to convert the database if necessary to current operating system , Central Square . iv . Provide a line of credit to the City of Branson , with individual cardholder spending limits established by the City of Branson and enforced through the service provider ’ s transaction - blocking controls . v . Provide the ability to restrict or block transactions based on Merchant Category Codes ( MCC ). vi . Issue individual purchasing card account numbers to each employee cardholder , with all accounts subordinate to the City of Branson ’ s master ( parent ) account . vii . Capture and retain detailed transaction data for all purchases made using the purchasing card . viii . Electronically transmit vendor transaction data to the City of Branson on a monthly basis . ix . Maintain the confidentiality and security of employee cardholder names and addresses . x . Clearly identify any additional services offered by the provider in the proposal , including all associated fees . xi . Provide online administrative capabilities for program management . xii . Allow cardholders to view credit limits , transaction history , and account activity online . xiii . Replacement purchasing cards for lost or stolen cards must be delivered to the City of Branson via FedEx or UPS within three ( 3 ) business days . xiv . The purchasing card ( P - Card ) program , including all reports and correspondence , must comply with all applicable PCI standards . c . Data Integration , File Delivery , and Reconciliation i . The Service Provider shall demonstrate the ability to integrate with the City of Branson ’ s financial management system , Tyler Technologies Munis , or any successor enterprise resource planning ( ERP ) system used by the City . Integration shall support accurate , timely , and automated reconciliation of purchasing card transactions without reliance on manual data entry . ii . The system must be capable of generating transaction data files compatible with Tyler Munis , including all required fields necessary for posting , reconciliation , and audit review . Transaction data shall include , at a minimum : cardholder name , cardholder ID , department or cost center , merchant name , merchant location , Merchant Category Code ( MCC ), transaction date , posting date ,
