Electronic submittal of Statement of Qualifications (SOQs) for the design and construction (design-build delivery method) of the new Meacham Airport Field Maintenance Facility Project in Fort Worth, Texas (“Project”), will be received by the City of Fort Worth via the Bonfire Procurement Portal https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, under the respective Project until 2:00 P.M. CST, Thursday, September 26, 2024. Immediately thereafter, responses will be opened publicly and read aloud in the City Council Chambers or other officially designated location. The architect and/or engineer retained by the City to act as the City’s representative is: Brian Glass. The Project has a Design-Build budget of $5,500,000 and will include providing design and construction services for the new Meacham Airport Field Maintenance Facility located at 201 American Concourse in Fort Worth, Texas 76106. A pre-submittal meeting will be held on: August 29, 2024 at 10:00am, Meacham Airport Third Floor Conference Center 201 American Concourse in Fort Worth, TX 76106. Interested firms are encouraged to attend. Written questions to the RFQ may be submitted to the Project Manager listed below. The deadline to submit questions is close of business on the Tuesday immediately prior to the date SOQs are due. Questions will not be answered directly and if any answer is forthcoming, it shall be summarized so as to not reveal the identity of the entity asking and provided to registered interested parties via addendum, which shall also be posted in Bonfire. Submissions must be uploaded, finalized and submitted on or prior to the due date. The City strongly recommends allowing sufficient time to complete the submission process (ideally a week before the deadline) to begin the uploading process and to finalize your submission to give adequate time in the event an issue arises. Uploading large documents may take time, depending on the size of the file(s) and your Internet connection speed. The Bonfire portal can be accessed using Microsoft Edge, Google, and Chrome. Electronic submission is subject to electronic interface latency, which can result in transmission delays. All respondents assume the risk of late transmission/submission. The City shall not be held liable if a respondent is unable to submit a complete submittal before the on or before the deadline due to transmission delays or any other technical issues or obstructions. All submissions must be submitted electronically prior to the close date and time under the respective Project via the Bonfire Procurement Portal: https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities Failure to submit all required information listed in the Solicitation will be grounds for rejection of a submittal as non-responsive. No late submittals shall be accepted. Submittals delivered in any manner other than using the Bonfire Procurement Portal will not be accepted or considered. If, upon being opened, a submission is unreadable to the degree that material conformance to the requirements of the procurement specifications cannot be ascertained, such submission will be rejected without liability to the City, unless such bidder provides clear and convincing evidence (a) of the content of the submission as originally submitted and (b) that the unreadable condition of the Electronic Bid was caused solely by error or malfunction of the Bonfire Platform or its Procurement Portal. Failure to scan a clear or readable copy of a bid into the system does not constitute and shall not be considered an error or malfunction of the Bonfire Platform’s Procurement Portal. Respondents are encouraged to fully review each page of every document of their submission package prior to final submittal thereof to ensure all documents are clear, legible, and complete. The City will review submitted Statements of Qualifications and create a short list of up to 3 Design-Build Teams to be invited to participate in the second step. • Step 2 – Request for Proposals: short-listed Design-Build Teams will be invited to submit proposals which shall include a completed “Design Build Proposal Form” associated with costs and fees, meet Business Equity (MWBE) requirements and to participate in team interviews, if held. The Proposals phase will rank the invited firms and contract negotiations will commence thereafter.
