Re - DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR PASSAIC AVENUE UNDERPASS DRAINAGE IMPROV

The City of Passaic ( City ) is soliciting proposals from qualified New Jersey licensed Professional Engineering firms to provide design , permitting , bid - phase assistance , and construction management services for the Passaic Avenue Underpass Drainage Improvements Project . This project is funded through the Department of Community Affairs ( DCA ) Resilient Communities Program ( RCP ) for the implementation of flood mitigation measures to address the localized flooding at the Passaic Avenue Underpass located between Van Houten Avenue and Lackawanna Place . The purpose of this project is to mitigate recurring stormwater flooding at the Passaic Avenue / NJ Transit underpass through upstream runoff reduction , infiltration , distributed storage , and selective conveyance improvements . The qualified consultant shall employ an experienced team of drainage / hydraulics Professional Engineers with demonstrated experience in urban stormwater flood analysis and mitigation measures , including experience managing federally funded construction projects . The objective of this project is to : • Reduce peak stormwater flow reaching the underpass • Provide distributed infiltration and subsurface storage • Improve hydraulic performance of the existing drainage system • Increase system redundancy and tailwater effects • Reduce roadway closures and improve public safety • Maintain compliance with RCP funding deadlines ( Substantial Completion by December 2028 )
