The contractor shall provide services for the recruitment , recommendation for licensure , and retention of Missouri resource homes for any child in custody of the Missouri Department of Social Services , Children ’ s Division ( hereinafter referred to as “ state agency ”) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency . The contractor shall understand and agree that for purposes of the contract , “ Missouri resource homes ” shall be defined as approved individuals / families that are available or are currently serving as one of the following : Foster parent ; Pursuing adoptive placement in a home ; Relative placement ; or Respite placement . The contractor shall understand and agree that for purposes of the contract , “ recruitment ” shall be defined as the process of attracting , screening , and selecting an individual / family to serve as a Missouri resource home , excluding relatives . The contractor shall understand and agree that for purposes of the contract , “ retention ” shall be defined as the ability to keep Missouri resource homes , including relatives , in place to provide a foster home , an adoptive home , relative placement , or kinship placement services . The contractor shall be responsible for recruitment , assessment , training , and making recommendations for or against licensure of traditional non - relative foster homes . The contractor shall not be responsible for licensing relative foster homes . However , the contractor shall provide support services and retention activities designed to stabilize and preserve both relative and traditional foster home placements . These services may include but are not limited to ongoing engagement with relative caregivers , support groups or connection events , assistance navigating available resources and services , and crisis intervention or problem - solving support ...
