a . SCOPE OF SERVICE The scope of work includes providing all labor , equipment , and materials necessary to collect , transport , and dispose of municipal solid waste , recyclables , and bulky items generated at designated Department of Defense ( Department ) facilities on Oʻahu . Services shall ensure timely and efficient removal from each site , maintain clean and safe container areas , and comply with all applicable federal , state , and the Department regulations . Waste must be delivered to approved facilities such as H - POWER , City and County of Honolulu transfer stations , or permitted landfills , while maximizing diversion through recycling and waste - to - energy processes to support the Department sustainability goals . b . LOCATIONS , CONTAINERS , AND PICKUP Locations Bellows – Map 1 711 Tinker Road Waimanalo , HI 96795 Diamond Head – Map 2 3949 Diamond Head Road Honolulu , HI 96816 Waiawa – Map 3 96 - 1210 Waihona Street Pearl City , HI 96782 Wahiawa – Map 4 77 - 230 Kamehameha Highway Mililani Town , HI 96789 Wheeler – Map 5 1262 Santos Dumont Avenue Wahiawa , HI 96786 Kalaeloa ( North & South ) – Map 6 & 7 91 - 1227 Enterprise Avenue Kapolei , HI 96707 Kalaeloa ( West ) – Map 8 91 - 1001 Shangrila Street Kapolei , HI 96707 Containers a . The Contractor shall provide refuse containers at the specified locations in the required quantities and sizes as outlined in Pickup section blew . The Department of Defense ( Department ) reserves the right to relocate containers to different locations upon mutual agreement between the Contractor and the Department . b . All containers shall be constructed of metal or durable plastic and equipped with hinged covers that can be easily opened and closed . Containers must be uniform in configuration and appearance and clearly identifiable as refuse and recycling receptacles . c . The Contractor shall maintain a sufficient inventory of containers to ensure timely replacement when containers are removed for repair or any other reason . Upon notification by the Department , the Contractor shall repair and / or replace any container within twenty - four ( 24 ) hours . d . Containers provided by the Contractor shall be properly maintained at all times . Maintenance shall include , but is not limited to : painting for good appearance ; repairing damage to ensure safety and prevent leakage ; and periodic cleaning of both interior and exterior surfaces by washing , scraping , steam - cleaning , and / or disinfecting at least once per month , or more frequently as needed , to keep containers clean , sanitary , and free from offensive odors . e . Printing on containers shall be limited to identification of ownership and designation as refuse receptacles . Any markings must be discreet and acceptable to the Department . Containers shall not display advertising of any kind . f . The Department shall not be liable for any damage to containers provided by the Contractor . All containers shall remain the exclusive property of the Contractor . g . Additional containers may be required upon request . These containers shall be used for the disposal of various types of refuse , which may include , but are not limited to , solid waste , construction materials , school equipment ( such as old furniture ), and green waste . The cost for the container and associated pickup shall be billed at the contract rate specified under Additional Container Services . The Department ’ s Representative will provide the Contractor with details regarding the required container size , specific location , and the scheduled date and time for delivery and pickup . The Contractor is expected to comply with these instructions promptly and ensure timely service in accordance with contract requirements .
