2 . 1 . Bin and Area Cleanliness . Bins shall be completely emptied during collection , with a minimum of spillage . The CONTRACTOR shall completely clean up spillage of any type . The area shall be left free of any debris and trash . 2 . 2 . Additional Trash . Additional bags of trash that are located adjacent to the bins shall be picked up whenever the additional trash is the result of missed or irregular pickups . 2 . 3 . Service Schedule . The CONTRACTOR shall prepare and submit a schedule for Contract Administrator ( CA ) approval . Refer to the Collection Schedule section herein . 2 . 4 . Extra Pickups . The CA shall coordinate extra pickups with the schools and provide notification to the CONTRACTOR . The CA or designee will notify the CONTRACTOR by telephone or email if an extra pickup is needed . 2 . 5 . Bin Obstruction . During normal school hours , the CONTRACTOR shall verbally notify school personnel of any blocked bins that prevent the completion of the school ’ s refuse collection . After notification , the CONTRACTOR shall wait a minimum of ten ( 10 ) minutes to allow school personnel to clear the obstruction before leaving the school . 2 . 6 . Empty Bins . Empty refuse bins shall be returned to their stations in a condition that will be safe and accessible to the STATE . Bins with wet garbage or food shall be sprayed with disinfectant and deodorized to minimize maggot and odor problems . 2 . 7 . Disposal . The CONTRACTOR shall dispose all collected refuse at a disposal site ( s ) that meet the requirements of local ordinance and regulations applicable to refuse disposal .
