The purpose of this document is to provide interested parties with information to enable them to prepare and submit a bid for REFUSE SERVICE - WASTE AND RECYCLING COLLECTION for Western Technical College La Crosse campus , off - campus facilities within the city of La Crosse and Regional Learning Centers : Black River Falls , Independence , Mauston , Sparta , Tomah and Viroqua Campus . The results of this solicitation will be used to award contract ( s ) for Western Technical College . The bid will be awarded per campus location , and multiple vendors can be awarded the bid depending upon cost of services per location A . 1 . Scope / Purpose : The purpose of this document is to provide interested parties with information to enable them to prepare and submit a bid for REFUSE SERVICE - WASTE AND RECYCLING COLLECTION for Western Technical College La Crosse campus , off - campus facilities within the city of La Crosse and Regional Learning Centers : Black River Falls , Independence , Mauston , Sparta , Tomah and Viroqua Campus . Bid submittals must include all required documents as listed in Required Documents section below . The results of this solicitation will be used to award the contract ( s ) for Western Technical College refuse services per the specifications , terms and conditions in this RFB document . The resulting term of the contract will be for a base period of five ( 5 ) years , commencing on or about August 3 , 2026 . The contract shall contain an option for two ( 2 ) individual one - year term renewals to occur for a total maximum term not to exceed seven ( 7 ) years . Contract amendments must be agreed upon by both parties . Standard Terms and Conditions will apply to this request for bid and any subsequent contract for refuse services . A . 2 . Collection Specifications And Requirements : Western Technical College requires regularly scheduled refuse collections at set locations on our main La Crosse campus , off - campus facilities within the city of La Crosse and Regional Learning Centers : Black River Falls , Independence , Mauston , Sparta , Tomah and Viroqua Campus . A detailed list is in the Cost Summary Form with location addresses , container descriptions , and required pick - up schedules . Western Technical College also requires contractor to provide a level of service based on the service requirements listed below . A . 2 . 1 . Collection Items : For the purposes of this bid , the term “ refuse ” is used to refer to non - hazardous solid waste and recyclable materials . These items requiring collection are as follows : • Solid Waste : All semi - solid and solid waste from office , educational , and food service areas to include waste derived from food materials . Solid waste shall not include household hazardous waste or hazardous waste of any kind . • Recyclable Materials : Comingled items to recycle include all types of paper products ( including cardboard ), plastic # 1 - 7 , metal , and glass . If the Contractor ’ s collection capabilities differ from the items listed above , the differences need to be clearly stated in the submitted bid documents on the : Cost Summary Form . A . 2 . 2 . Collection Locations : The collection locations on our main campus and off - campus facilities in La Crosse include : • Coleman & Lunda Centers • Kumm Center • Wanek and Student Success Centers ( SCC ) • Administrative Center • Integrated Technology Center ( ITC ) • Physical Plant • Western Residence Hall • Vehicle Technology Center ( Automotive & Diesel ) • Apprenticeship and Industry Training Center ( ITC ) The collection locations at our Regional Learning Center campuses include : • Black River Falls • Independence • Mauston • Sparta • Tomah • Viroqua Inspection of collection locations : Western Technical College encourages all potential bidders to make a visual inspection of the property or properties they are bidding . A . 2 . 3 . Advanced Schedule Requirement : Western Technical College requires contractor to confirm all collection schedules after contract award . Collection schedules must be agreed upon in advance and any unscheduled collection attempts must not be invoiced to Western Technical College . A . 2 . 4 . Regular Collection Schedule : The contractor must be capable of providing collections multiple times weekly , once weekly , every other week , or on call depending upon location . All collections must be made Monday through Friday ; no collections should be made on Saturdays and Sundays . The required pick - up schedule for each location can be found in the Cost Summary Form . A . 2 . 5 . Collection Times : All collections must be made between the hours of 6 : 00 a . m . and 6 : 00 p . m . No collection should be made before 6 : 00 a . m . or after 6 : 00 p . m ., except by express authorization of the Facility Operations Manager
