Description | Summary The Canadian Coast Guard's Vessels of Concern (VOC) Program (now Marine Environmental and Hazards Response: MEHR), Central Region, conducted a technical assessment of a vessel of concern located in Gatineau, Quebec, in the Lac Leamy outlet on November 10, 2020. Following receipt of the assessment report, it was determined by the MHER Program that the wreck presented a significant level of danger to public health, safety and welfare. Following this assessment, it was decided to proceed with the removal of the wreck in order to eliminate the identified hazards. Description of work required • Remove all submerged and immersed parts of the wreck; - The wreck must be removed exclusively by sea using the necessary means (barge, crane, divers, etc.) to dismantle the vessel from the water. - Only those parts of the wreck not buried in the seabed are to be removed by cutting at seabed level. The project authority will give permission if buried parts can be removed. • Mitigation measures must be put in place to minimize the risk of environmental hazards caused by excavation and dismantling work. (see non-exhaustive list in Section 4) - Mitigation measures will have to be put in place prior to the work to allow diving and recovery of parts of the wreck by the Musée Maritime de Charlevoix (MMC). The MMC will have two (2) working days following the installation of mitigation measures to carry out its work. The project authority will authorize the start of removal work once the MMC has completed its work. • Disposal of removed wreck - The Musée maritime de Charlevoix (MMC) attaches historical value to the wreck and may take possession, with the approval of the project manager, of any material, equipment or remains of the wreck when it is removed from the water. Any part of the wreck not recovered by MMC must be disposed of in accordance with article 1.2.2. - The contractor shall dispose of the removed wreckage and other debris at a facility designated for this purpose. The contractor must provide written proof of such disposal. Period of the Contract The period of the Contract is from Contract award until December 30, 2024. Security No Security clearance required, escort required at DFO sites, except for public zones. Trade Agreements The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA). Mandatory Requirements Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration. Mandatory Criteria M1 Bidders must have completed at least two (2) vessel recovery projects or two (2) vessel disposal projects within the last ten (10) years. M2 Bidders must include a detailed plan for each phase of the project and a list of mitigation measures to be implemented. The vessel disposal plan must, at a minimum, describe the proposed step-by-step methodology for the following: a) inspect the building, including testing requirements, before work begins b) salvage the building c) remove and contain liquids prior to transport. Secure and/or dispose of building d) prepare and secure building for transport e) transport building to Secured Site or Approved Site f) dispose of hazardous materials and other waste g) prepare building for disposal h) dispose of all materials, waste, equipment and machinery.
