Liquid Propane : Vendor is to comply with all OSHA 1910 . 110 regulations that apply to the delivery of liquid propane . Vendor is to comply with all requirements of NFPA 58 that apply to the delivery of liquid propane . Vendor to comply with all State of CT regulations Section 29 - 331 - 4 that apply to the delivery of liquid propane . Spillage The Vendor will be responsible for insuring that its company representative delivering product to any Town facility provides constant visual observation at the point of transfer . Any spillage at the time of delivery will be the responsibility of the Vendor to contact Jim Blanchfield , Fire Chief : 203 - 834 - 6247 . Metered Trucks Delivery of fuel shall be metered at the delivery point . Delivery trucks for fuel must be equipped with meters to accurately measure the quantity of fuel . The meters must be sealed in accordance with regulations established and enforced by the CT Dept . of Consumer Protection Division of Weights and Measures . The Town reserves the right to cancel and / or refuse deliveries from any vehicle with a non - operational meter . All meters shall have been certified and shall maintain certification during the term of the agreement . Taxes and Assessments The Town is exempt from the payment of either federal of State taxes and such taxes shall not be included in the bid prices . It will be the responsibility of the Vendor to obtain any certificates needed to avoid the payment of such taxes . Copies of certification must be presented to the Town prior to signing a contract . Declared Emergency If the State of Connecticut or the Town of Wilton declares a snow / ice emergency , the Vendor will be notified by the Town to top off the propane fuel tanks . The Vendor must provide delivery trucks that are equipped or modified to operate on snow covered roads . There shall be no additional charges incurred by the Town if emergency deliveries are required .
