Description | The City of Monroe , Michigan is currently soliciting proposals from engineering firms to develop schematic design ( s ) and order of magnitude costs for a comprehensive realignment of the intersection of Front Street , First Street , Conant Avenue , and the entrance to Hellenberg Park near the City of Monroe ’ s Orchard East neighborhood . The primary objective of design should be to identify geometric alternative ( s ) that allow for safer , smoother , and less confusing traffic flow from I - 75 to downtown Monroe and other destinations in the City . Project funding for this early - stage planning is being provided through the 2026 Pre - Development Accelerator Pilot Program through the Michigan Infrastructure Office ( MIO ) Technical Assistance Center . Requests for Proposals ( RFPs ) will be accepted electronically via the Michigan Intergovernmental Trade Network ( MITN ) / BidNet Direct until 10 : 00 A . M .
