Introduction The Town of Pomfret , Vermont , (“ Town ”) is accepting proposals from engineering firms qualified in assessing current road / pavement conditions on a 6 . 7 - mile portion of Pomfret Road ( T . H . 1 ) from the Pomfret - Woodstock town line to the intersection of Howe Hill Road ( T . H . 3 ). Phase One : Phase One of the project includes preparation of detailed specifications including options for treatments , reclamation , upgrades to prepare road surface for repaving . It is anticipated not all sections of Pomfret Road will need the same reclamation efforts . Detailed plans for this upgrade are necessary with estimates on price for each section . It is known that not all sections have the same under treatment and that will have to be considered . The end goal for the project is to go the Town of Pomfret voters with a request for an amount for a bond to complete the reclamation / paving project . Due to the length of the roadway to be reclaimed / paved , this may be a multi - year project . Plans should include options to reclaim / resurface in sections in multiple years if necessary . Phase Two : Phase Two of the project includes detailed designs that would be necessary to put the project to a construction bid . The successful bidder would be responsible for development of contract plans , technical specifications , final engineer ’ s estimate and bid documents and assistance with the bid process .
