THIS IS A SOURCES SOUGHT NOTICE . THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY . THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT OFFERS . Southwestern Power Administration ( SWPA ), U . S . Department of Energy ( DOE ), is issuing a sources sought notice . The Sources Sought is being issued as a means of conducting market research to determine the interest and capability of industry to participate in a competitive acquisition for disposal of twenty - five ( 25 ) potential and / or current transformers ( PT / CT ) located in Jonesboro , Arkansas , and Springfield , Missouri . The tentative North American Industry Classification System ( NAICS ) code selected for this acquisition is 562211 , Hazardous Waste Treatment and Disposal , with a small business size standard of $ 47 , 000 , 000 . The Product Service Code for this acquisition is S222 - waste treatment / storage . Interested parties must submit clear and convincing documentation demonstrating their capability to meet the Government ’ s requirements . Capability statements should include general information and detailed technical background sufficient to demonstrate the ability to meet the requirements in the attached Draft Performance Work Statement . If a subcontractor is being used , please state so . Based on the responses to this sources sought , this requirement may be set - aside for small business ( in full or in part ), procured through full and open competition , or procured on a sole source basis . All small business set - aside categories will be considered . Telephonic inquiries will not be accepted or acknowledged . The Government will not provide evaluations or comments on responses received ; however , responses will be used solely to inform the Government of the most appropriate means of procuring this requirement . All prospective contractors must be registered in the System for Award Management ( SAM ) to be eligible for award . All submissions become Government property and will not be returned .
