The following scope of work outlines the anticipated tasks and deliverables associated with this project . It is intended to provide a general framework for the services required ; however , it is not intended to be all - inclusive . Proposers are encouraged to review the scope carefully and , where appropriate , suggest additional tasks , methods , or enhancements that would support the successful completion of the project . Any such recommendations should be clearly identified and justified in the proposal . 3 . 1 Background Review and Field Investigation : At a minimum , the consultant shall review available project record drawings , City - provided photo documentation ( refer to attachment 2 ), and conduct a site visit to evaluate existing conditions . Deliverable : Existing Conditions Technical Memorandum documenting review of record drawings , site observations , field investigations , identification of deficiencies , and confirmation of project objectives and constraints . 3 . 2 Lighting Alternatives Development and Evaluation : The consultant shall develop lighting replacement alternatives and evaluate each option based on the following criteria : • Preliminary Cost Estimate which shall include engineering design , and construction . • Ease of installation • Potential disruption to trail users during construction • Long - term maintenance requirements and operational considerations • Resistance to vandalism and tampering • Light pollution impacts and compliance with dark - sky principles Deliverables : Lighting Alternatives Analysis evaluating vandal - resistant replacement options with respect to constructability , impacts to trail users , long - term maintenance , vandal / tamper resistance , and compliance with dark - sky principles . Recommended Alternative Summary identifying the selected lighting system and basis for recommendation , incorporating input from City staff and stakeholders .
