1 . INTENT This specification describes the requirements for highway deicing salt in the form of sodium chloride ( crystals ) to be used for winter protection of highways , roads , and associated public works . 2 . TYPE The salt shall be rock salt ( mined sodium chloride ). No solar , evaporated , or other processed salt types will be acceptable HEMICAL AND PHYSICAL REQUIREMENTS 4 . 1 Chemical Contents Requirements : 4 . 1 . 1 Sodium Chloride Content : The salt shall consist of not less than 97 % sodium chloride , on a dry basis . Percent of sodium shall be determined in accordance with latest version of ASTM D632 . 4 . 1 . 2 The moisture content must not exceed 1 % at the time of delivery . Procedure shall be in accordance with American Water Works Association Standard B200 - 17 , 5 . 4 . 4 . 1 . 3 Anti - cake Agent : The salt shall be treated with an anticaking agent and the quantity of anti - cake agent used shall be in the range of 0 . 1 to 0 . 2 lbs . / ton . The anti - caking material shall be introduced uniformly throughout the salt crystals in a quantity sufficient to be effective for salt in outdoor uncovered storage . The contractor shall describe in the bid the type of anti - caking agent , the quantity of anti - cake agent used per ton of salt and the method of determining the presence of the treatment . Potential harm to the environment caused by the treating of anti - cake agent may be cause for rejection of bid . 4 . 1 . 4 US Federal Regulatory and Safety Compliance : All chemical components , including additives , must be listed on the U . S . EPA TSCA Inventory ( if required ) or otherwise regulatory - compliant . The delivered salt must not be classified as a “ Hazardous Chemical ” under OSHA ’ s Hazard Communication Standard ( 29 C . F . R . § 1910 . 1200 ) or other applicable laws .
