The Department of Water Resources ( DWR ) is embarking on a strategic effort to upgrade the department ’ s mission critical onpremises , integrated SAP Enterprise Resource Planning ( ERP ) Central Component ( ECC ) system software with the SAP S / 4 HANA version . The DWR is providing the opportunity for interested S / 4 HANA implementers to participate in the Request for Information ( RFI ). This RFI is the first step in researching solicitation alternatives for the required services . Once the RFI responses are received , they will be reviewed and analyzed by the DWR for comments and specific areas of concern . DWR ’ s SAP S / 4 HANA Upgrade Project is seeking implementation services to implement the software upgrade SAP S / 4 HANA to the department ’ s existing SAP ECC system . The SAP ECC system is utilized enterprise - wide by approximately 4 , 500 staff for time - reporting and programs to plan , manage , monitor , and track resources , workloads , materials , and assets . The S / 4 HANA upgrade will transition existing business processes , functions , data , reports , and interfaces ( internal and external systems and programs ) that are supported by the existing SAP ECC system . The S / 4 HANA implementation services contractor must address the high - level requirements specified below . The implementation services contractor must provide the following : 1 ) Skilled and S / 4 HANA certified Lead and contract staff with knowledge : a . State Information Technology Project , Technology , and Information Security policies , b . Expertise in SAP S / 4 HANA development and implementation methodologies , business analysis , business process alignment , project management , system development lifecycle methodologies , c . Organizational change management , and d . Ability to expeditiously review and understand project artifacts / information , onboard resources , understand , and interpret California Statutes , DWR ’ s business rules , processes , technology , and security standards to ensure S / 4 HANA compliance . 2 ) Conduct business process alignments and gap analysis of DWR ’ s SAP ECC vs S / 4 HANA business processes , functions , reports , and technical environments to prepare and deliver the DWR S / 4 HANA Gap Analysis Report that includes all process , functional , reporting , technical , accessibility , and / or security gaps identified between SAP ECC and S / 4 HANA , and recommendations to address gaps for a seamless transition . 3 ) Develop and deliver the DWR S / 4 HANA Upgrade Implementation Plan that defines and details the methodology / ies , approach / es , processes , and tools that align with State policies , standards , and guidelines for the following : a . Implementation Planning : i . project management and control , design , configuration / build , go - no - go , organizational change management , testing ( end user , system , end - 2 - end , security , etc .), training , transition , maintenance and support , and close - out phases ii . the team composition by phase ( all resources , State and contractor ) and the integrated detailed project schedule that defines the work breakdown structure , details tasks / deliverables , resources , milestones , dependencies , and predecessors required to successfully upgrade and transition DWR from SAP ECC to S / 4 HANA b . Implementation : i . details shall include but will not be limited to defining priority in which existing business processes and functions will be implemented ( out of the box , configurations , customizations ) ii . define methodology / ies and / or approach / es that will be applied to prioritize , plan , design , configure / build , test , and implement DWR approved gap analysis recommendations for addressing process , functional , and / or technical gaps defined within the DWR Gap Analysis Report
