Scope of Work Payroll Processing / Payroll Calculations : The Respondent shall provide a Payroll and Time Management solution capable of performing payroll calculations necessary to pay employees accurately and on time . The system must calculate gross pay based on approved time records and applicable pay rules , including regular hours , overtime , premium pay , and leave usage , and must support payroll processing outputs required by BSB . The Respondent must describe how payroll results are validated , reviewed , and finalized , and how payroll and financial data interfaces with BSB ’ s existing ERP / financial environment ( Infinite Visions ). The payroll solution must support common payment methods , including direct deposit and check payment options . The Respondent must describe year - end processing support , including W - 2 processing and tax - related services / responsibilities . General Time and Attendance Capabilities : The Respondent shall provide a Time and Attendance system that supports BSB ’ s diverse workforce management needs and daily timekeeping operations . The proposed system must include automatic notifications , alerts , reminders , and exception reporting , as well as an audit trail of edits and changes to time records . The Respondent must also describe available time collection methods , including web access , clocks , and mobile options . The system must be configurable BSB administrators to support routine changes to fields , workflows , and reporting without extensive customization . Scheduling : The system shall provide advanced scheduling functionality that supports the creation and management of schedules and schedule templates , including vacations and holidays as defined by applicable Collective Bargaining Agreements ( CBA ). The system must support multiple and diverse schedules and work rules by department , employee group , or bargaining unit . BSB departments , including Fire , Police , and Public Works , operate under varying shift structures , including 24 - hour , 12 - hour , and continuous 24 - hour operations , and the system must accommodate these variations . Employees and managers must be able to view PTO balances , accruals earned and used , and the dates accruals were applied . The system shall also indicate whether timecards can be prepopulated from assigned schedules . The Respondent must describe available options for scheduling based on skills , certifications , seniority , availability , and other relevant workforce criteria . Timecard Approvals and Workflow : The Respondent shall describe the system ’ s timecard approval process , including how employees submit timecards and how managers review and approve them . The system must support automated reminders to employees and managers for timecards and time - off approvals . The Respondent must also confirm whether employees may edit their timesheets prior to submitting for approval and describe how those edits are tracked . Overtime and Pay Rules : The Respondent shall describe how the proposed system supports wages , overtime , and premium pay rules across different employee types . The system must be capable of calculating multiple overtime rates in accordance with applicable CBAs and must support multiple overtime and double - time calculation methods based on employee group or work type . The system must also be able to flag supervisors when employees are approaching overtime thresholds . Time Off and Leaves of Absence : The Respondent shall provide time - off functionality that allows employees to request PTO and provides management approval workflows . The Respondent must describe how leaves of absence are identified and processed , including Personal Leave and Family and Medical Leave Act ( FMLA ). The system must allow BSB to assign accrual criteria or accrual tables to individuals or groups and must include validation of PTO balances and rules to prevent overdraw .
