1 . The purpose of this Invitation to Quote ( ITQ ) is to secure quotes to establish a one - year service agreement for the collection , transport , and off - site destruction of comingled paper , non - paper , and mixed materials , on an as needed , when needed basis . 2 . The Awarded Bidder shall furnish 96 - gallon wheeled carts with lid containers for the collection , transport , and off - site destruction of comingled paper , non - paper , and mixed materials as described below . 3 . Comingled Materials for Destruction : Estimated Quantities : a ) 13 , 700 pounds paper documents which may include paper clips , binder clips , binders , file clamps . b ) 230 – 250 cubic feet of mixed material including , but not limited to : • 35mm photographic slides • Plastic slide sleeves - 20 individual 35mm slides per sleeve • Video tapes • Audio tapes • DVDs and CDs • Law Enforcement & County uniforms with patches and logos 4 . Container Requirements : Minimum requirement of twelve ( 12 ) containers per delivery . a ) 96 - gallon wheeled carts with locking lids . Each cart shall be : b ) Heavy - duty , industrial grade ( approx . 39 – 42 " H × 26 – 28 " W × 33 – 35 " D ). c ) Equipped with tight - fitting lids , large wheels suitable for indoor / outdoor transport , and tamper - evident lock points . d ) Clearly labeled : “ SECURE DESTRUCTION – COMINGLED MATERIALS .” 5 . Service & Pickup : a ) Scheduled pickup frequency : on - call within 48 hours of notification b ) Vendor shall swap full carts with empty containers or service on - site and return the same carts in sanitary condition . 6 . Transportation & Destruction : a ) Secure transport directly to vendor ’ s off - site destruction facility . b ) Destruction method : mechanical shredding , pulverizing , or equivalent that renders materials irrecoverable . c ) Destruction timing : within 3 business days of pickup d ) Post - destruction Certificate of Destruction ( CoD ) issued within 3 business days of completion .
